The motion blur of the person walking with a roller bag is highlighted by the motion blur of the space around her. Some Photoshop in there maybe?
The dark with splashes of red adds a vibrancy. The yellow glow on the left a focal point of interest. Urgency.
A really dramatic effect! Lots of movement and dynamics.
